SAIPAN, Northern Mariana Islands (September 2, 1997 -PIDP/CPIS)---During a Saipan news conference Tuesday, former Commonwealth of the Northern Mariana Islands Acting Secretary of Public Works Martin Manglona resigned his post.

Citing irreconcilable differences with his boss, Governor Froilan Tenorio, Manglona rattled off a list of alleged improper, if not illegal, moves by the Governor, including attempting to purchase unsafe substandard incinerators for waste disposal, sole source contracting with Korean firms for two major road improvement projects, leasing Public Works office buildings to businessman Willy Tan, and several other items.

Manglona said he would not be responsible for a single death from the dioxins and other chemicals that would be emitted by the unsafe incinerators.

He resigned immediately, leaving Governor Tenorio with direct authority over the CNMI Department of Public Works.
