Twenty-Fifth Meeting of the Standing Committee of the Pacific Islands Conference of Leaders

Impact of Globalization on Small Island States

The Standing Committee of the Pacific Islands Conference of Leaders deliberated on the impact of globalization on Small Island States and underscored the need for the international community to recognize the multidimensional nature, vulnerability, and directions of development of Small Island States. The Committee emphasized the need for action to ensure that Small Island States fully share the benefits from globalization, regionalism and international trading arrangements and not be marginalized.

The Standing Committee, therefore, resolved as follows:

RECALLING the outcome of the Global Conference on Sustainable Development of Small Island States and supporting the decision of the Commission on Sustainable Development on the review of the implementation of the Program of Action for Sustainable Development of Small Island States;

RECALLING FURTHER resolutions of the Commonwealth Heads of Government Meeting in Edinburgh and the Commonwealth Ministerial Group on Small Islands in October 1997;

CONCERNED that, because the developmental options of the Small Island States are limited, there are special challenges to devising and implementing sustainable development plans and Small Island States will be constrained in meeting such challenges and overcoming obstacles to sustainable development, particularly with respect to the implications of globalization and the potential marginalization of Small Island States;

RECOGNIZING the urgent need for the Small Island States and the international community as a whole to undertake a comprehensive examination of the economic and socio-cultural implications of globalization for the Small Island States and how best those States might formulate national, regional and global programs of action in relation thereto; and

RECOGNIZING ALSO the great value a high-level international conference on the implications of globalization on Small Island States would have on those States and the international community as a whole;

The Standing Committee of the Pacific Islands Conference of Leaders:

COMMENDS the State of Bahrain on its initiative to host and assist in organizing the international conference on "The Impact of Globalization on Small Island States;"

ACKNOWLEDGES with great appreciation the State of Bahrain’s active role within the international community on issues relating to the development of Small Island States and its gesture to host and organize the above conference;

CALLS UPON organizations and other bodies, particularly those within the United Nations system, to assist in the preparations for the above international conference; and

APPROVES the PIDP assisting in the preparations for the conference as appropriate and to the extent considered necessary by the Government of Bahrain.
