AMERICAN SAMOA CONSIDERING BOTTLE DEPOSIT TAX

PAGO PAGO, American Samoa (August 28, 1998 - Samoa News)---Plastic or glass bottle containers imported into American Samoa which have less than a one gallon capacity will cost the user an extra five cents (US$ 0.05) under proposed legislation.

A bill to this effect currently is being reviewed by the Executive Branch with the intention of forwarding the new revenue measure to the Fono (legislature) during its last regular session.

The proposed new fee is classified as an "incentive" and is part of a joint effort by the local Environmental Protection Agency and American Samoa Power Authority's (ASPA) Solid Waste Division in support of Paradise 2000.

Under the proposed plan, the five cents collected for each container, (plastic or bottle) will be deposited into a Special Fund. Proceeds from the fund will be used to reimburse members of the public who turn over the empties to ASPA.

The goal of the proposed fee is to encourage members of the public from disposing the empties at the Territory's landfill, which has reached its limit.
