PORT MORESBY, Papua New Guinea (February 11, 1999 - PACNEWS/NBC)---A senior statesman in Papua New Guinea, Sir Paulias Matane, says foreigners are manipulating the slackness of the country's government in enforcing business regulations to make themselves millions of kina in small business ventures that should be restricted to locals.

Sir Paulias has joined others in calling on the government to come down hard on such practices.

He was reacting to investigations by local government authorities in Papua New Guinea's East New Britain province into allegations that foreign companies are making false declarations about having local partners, and entering into sectors reserved for local ventures.

Sir Paulias said the Commerce Department and the Investment Promotion Authority should strictly enforce business regulations to stop such manipulation by foreigners, and to encourage local businessmen.
