NADI, Fiji Islands (December 24, 1999 - It's a bad luck for the Nadi Town Council.

The Minister for Local Government, Dr. Ganesh Chand, has announced that Nadi Town cannot be declared a city.

Census results show that the total population residing within the town boundary is less than 11,000.

The town needs at least 20,000 people to enable it to be declared a city.

Chand said he has already informed the Town Council of the results gathered by the Bureau of Statistics.

He said he believes the Council was merely "trying its luck," although it knows that it does not have the required numbers.
