PRESS STATEMENT March 27, 2001

The heads of three regional organizations representing small island states have agreed to a framework of cooperation to present a stronger united front on issues facing their members.

"By adding the voice of the Forum's 16 members to those of the Indian Ocean Commission and the Caribbean Community, the common concerns of our members will be expressed far more effectively," said the Secretary General of the Pacific Islands Forum Secretariat, Mr. Noel Levi, CBE.

"It is only through the establishment of global alliances and partnerships with each other that we can effectively present the unique needs of small states to the wider world, and thus give our people a voice on the world stage.

"The world is not a ‘level playing field’ and as long as the rules and institutions that govern globalization fail to recognize this, we will continue to be marginalized. We must continue to press for special and differential treatment for the poor and weakest members of the world, to enable adequate time for suitable reform and transition.

"The true impact of similar rules for everyone in an uneven playing field is to favor those who are already powerful, and to further marginalize the weak," Mr. Levi said. "If we hope to bring about any change to this current situation we must present a unified stance to the rest of the world."

Mr. Levi said there was a need to reform key global institutions and ensure that they operated fairly, through a transparent system where all countries have a voice, irrespective of size and influence.

"By the same token, we must be careful that we do not become adverse to any form of change and forget the benefits it can bring. If handled in the correct way, globalization can bring new prosperity to our people," he said.

The Secretaries General, reaffirming the principles of cooperation outlined in the Outcomes of the 1998 First IGO Meeting, agreed to the following strategies to give practical effect to the principles:
