LEADERSHIP CODES WORKSHOP MARCH 11-12

A regional workshop on leadership codes will be held in Nadi, Fiji on March 11-12 hosted by the Pacific Islands Forum Secretariat, United Nations Development Programme, and the Commonwealth Secretariat.

"When individuals take up a public office, it is proper to spell out our expectations of how they will act while holding that office. The public generally expects leaders at any level to be fair and to use their influence impartially," said the Secretary General of the Pacific Islands Forum Secretariat, Mr. Noel Levi, CBE.

"When we talk about leaders, we mean all levels of decision-making, including provincial civil servants, heads of ministries and government leaders. If we can give our leaders a clear understanding of our expectations, we can enhance their effectiveness," he said.

"Leadership codes can add another level of accountability and build on related efforts to encourage good governance," Mr. Levi said.

Mr. Levi said that the Pacific Islands Forum leaders themselves had recognized that responsible leadership and good governance was essential to development in the region.

Forum initiatives in this area included the Forum Eight Principles of Accountability on the proper use and management of public funds, the Aitutaki Declaration on security cooperation, and the Biketawa Declaration on good governance.

The workshop will discuss the development and implementation of leadership codes, including the possibility of developing a model code. The workshop follows a request by the Forum Regional Security Committee in 2000 for the Forum Secretariat to look at developing leadership codes.

The workshop was made possible through assistance from New Zealand, UNDP, the Commonwealth Secretariat and the Forum Secretariat.
