CONGRESSMAN UNDERWOOD READIES FOR FY 2003 U.S. BUDGET BATTLE OVER PROPOSED GUAM CUTS

Congressman Robert A. Underwood said he is disappointed that the Bush Administration's Fiscal Year 2003 budget proposal seeks to slash $10 million in federal funds for Guam. The net effect of President Bush's proposal eliminates some programs and cuts back funding for other domestic programs nationwide.

But the Congressman is confident that he can secure increases as the proposal is taken up in Congressional Committees, adding that it is customary for members to seek increases during the appropriations process, and Guam has traditionally fared well in this manner in recent years.

"In light of our dire financial troubles, the cuts to the funding for Guam are not good news," the Congressman said. "We fought the battle with last year's budget and were successful in getting much of the funding back in Congressional action last fiscal year. We’ll have to wage the battle again, but I am very confident that we will be able to secure some increases again this year."

Among the proposed funding cuts are a number of programs which were completely unfunded for fiscal year 2003, including the Drinking Water State Revolving Fund, the Local Law Enforcement Block Grant Program, the Public Housing Capital Fund, and the Byrne Formula Grant Program, which funds drug control programs. For FY 2002, with congressional action, Guam received $3.3 million for the Drinking Water State Revolving Fund, $1.2 million for the Local Law Enforcement Block Grant Program, $1.27 million for the Public Housing Capital Fund, which Guam received in fiscal year 2002, and $1.4 million for the Byrne Formula Grant Program.
