CONGRESSMAN UNDERWOOD PURSUES GUAM'S $1.2 MILLION PORT DEVELOPMENT GRANT APPLICATION TO APPROVAL

Congressman Robert A. Underwood today announced that the Port Authority of Guam will soon receive $1.2 million to fund architectural and engineering design work for a new 2,900-lineal-foot deep wharf at Apra Harbor. The intended project includes 300,000-square-feet of land reclamation.

"This has been a year in the works, but I'm glad it is finally being resolved in our favor," the Congressman said.

The application for the grant was made last year by the Guam Department of Commerce to the U.S. Economic Development Authority. However, the Guam Legislature's reorganization legislation calling for the elimination of the commerce department complicated the grant process. The Department of Commerce had the statutory authority to apply for EDA funding, although the grant is intended for the Port Authority of Guam's use. However, with the passage of the reorganization legislation, the grant will now be administered by the Bureau of Planning.

At the Governor's request, Congressman Underwood intervened in the Government of Guam's behalf. In a July 12, 2001 letter to Mary Pleffner, the U.S. Commerce Department's acting assistant secretary for economic development, Underwood outlined the critical need for the funding and asked for favorable consideration of the Guam application. He remained engaged in the process, assisting both the local and federal officials to address technicalities resulting from the elimination of the Guam Department of Commerce.
