AUSTRALIA OUTLINES NEW APPROACH TO PNG TIES

SYDNEY, Australia (ABC News Online, Aug. 29) - Australia has
given Papua New Guinea the outline for reforming their economic, aid and
political relationship.

Senior Australian diplomat Bob Cotton has delivered a letter to
Sir Michael Somare from the Australian Prime Minister, John Howard.

It outlines a fresh approach to the economic and political
relationship.

The letter is based on a decision of the National Security
Committee of the Australian Cabinet, following a review of the $300 million a
year aid program ordered by the Foreign Minister, Alexander Downer.

Australia is calling on PNG to embrace higher standards of
governance and to get tough on corruption.

Australia wants to put its own officials into the PNG Government
system.

Downer is to visit Port Moresby in two weeks time for
negotiations.
