FORMER SAIPAN SPEAKER, WIFE ARRESTED

SAIPAN, CNMI (Marianas Variety, Dec. 24) – Police have arrested former Commonwealth of the Northern Marianas Speaker Oscar C. Rasa and his wife Patricia for not appearing in court hearings in connection with one civil case and three small claims filed against them.

Oscar and Patricia Rasa were handcuffed and taken before Judge Ramona V. Manglona last Friday.

Manglona reminded the defendants of their obligation to obey court orders and set a $100 cash bail for each defendant’s temporary release.

Court records showed that Getaway Travel Agency filed in 1997 a small claim against the Rasas over non-payment of plane tickets. SaipanCell Communications filed in 2001 a small claim against Patricia Rasa over phone billings. In 2002, Island Rent A Car filed a small claim against the former speaker.

In 1988, the Rasas were sued by their relative, Jesus M. Dela Cruz, for fraud over a land deal. The court issued a judgment the following year ordering the Rasas to pay $214,000 to Dela Cruz.

Documents stated that the court had already issued numerous bench warrants for the arrest of the couple for failing to appear in court hearings. In many instances the couple posted bail.
