PALAU MURDER SUSPECT HAS CRIMINAL RECORD ON GUAM

HAGATNA, Guam (Pacific Daily News, Jan. 8) - A 43-year-old man charged with killing three family members and kidnapping another in the Republic of Palau last month was convicted on Guam on several felony charges, including criminal sexual conduct.

Justino Yohai Imetengel, also known as Justin Hirosi, was convicted on Guam in 1995 and sentenced to serve 10 years, a local official said.

Chief Mike Quinata of the Department of Corrections Parole Services Division said Imetengel received an early parole.

"Imetengel received parole in July 29, 2002, but was never released from prison because Immigration had control of him," Quinata said, adding that Imetengel was a citizen of Palau. "Because he's not a citizen of the U.S. and was convicted of a crime, he was deported."

Quinata said Imetengel was deported on Aug. 14, 2002. He said because Imetengel was never released from the Department of Corrections, Imetengel was not registered with the sexual offender registry.

Imetengel was convicted of first- and second-degree criminal sexual conduct, third-degree terrorizing and child abuse.

Last month, Palau officials arrested Imetengel, under the name Justin Hirosi, for allegedly killing a missionary pastor, his wife and their 11-year-old son on Dec. 22, 2003, in a bungled burglary attempt.

Palau officials have charged Imetengel with 20 counts, including first-degree murder, second-degree murder, rape, sodomy and child abuse.

Seventh-day Adventist Church pastor Ruimar DePaiva, 42, his wife, Margareth, 37, and their son, Larisson, were bludgeoned and/or stabbed to death. Imetengel also allegedly kidnapped the youngest and only surviving member of the family before strangling her and leaving her for dead on a secluded roadside.

Imetengel pleaded not guilty by reason of insanity on Jan. 5. A trial date has not been scheduled and no bail has been set.
