U.S. OFFICIALS VISIT YAP, CONSULT ON 2008 BUDGET

COLONIA, Yap, FSM (The Yap Networker, June 22) - Representatives from both the Office of Compact Management and Office of Insular Affairs were in Yap for fiscal year 2008 proposed budget consultations.

[PIR editor’s note: Yap Island is a member of the Federated States of Micronesia, which is currently under a Compact of Free Association agreement with the United States signed in 1982 and ratified in 1986.]

The mission met with various departments and agencies to discuss in greater detail the sector grant requests under the FY 08 budget proposal by the state. To conclude their visit, the mission had an exit conference with Governor Anefal and Lt. Governor Tareg.

During the meeting, members expressed overall satisfaction of the consultations which took place with all concerned departments and offices. While, some concerns were pointed out including, inconsistent final budget figures of each offices as well as possible shortfalls in some areas of Health and Education sectors, both OIA and OCM felt that the state is doing what it can in all circumstances.

It was also pointed out this administration came in at a juncture when much of FY 08 budget proposal was about due for submission. Thus, it was a challenge for its internal budget review committee to get fully align the budget proposal with the new policy direction of the new Administration and link it in with the Strategic Development Plan.

Consultations on infrastructure grants were not held as the responsible OIA staff was unavailable.
