Some Guam Agencies Still Not Submitting Required Reports

OPA finds only 24 of 53 government entities in full compliance

HAGÅTÑA, Guam (Marianas Variety Guam, Jan. 2, 2014) – Only 29 of 53 GovGuam entities either fully or partially complied with the Citizen-Centric Reports (CCR) required by Public Law 31-77, the Office of Public Accountability (OPA) reported.

According to the OPA, only 29 agencies or 55 percent fully or partially complied with the CCR requirement.

A total of 53 entities were required to submit a CCR to post on their website, including the Office of the Governor, the Judiciary of Guam and the Legislature.

The number of entities required to submit CCRs decreased from the 59 in prior years as a result of the Governor’s Reorganization Advisory Nos. 5 and 6, which consolidated certain agencies under the Department of Land Management and the Department of Chamorro Affairs effective October 2011.

Unlike the past two years, the OPA said it chose not to send out reminder notices for the fiscal 2012 CCRs as this was the third year of compliance with the reporting requirements per P.L. 30-127.

Following are the results reported by the OPA as of Dec. 27, 2013:

By comparison, in fiscal 2011, the OPA received CCRs from 53 agencies (90 percent compliance), of which six did not post on their website.

Those who submitted

Despite the OPA not providing reminder notices, the following 29 entities submitted their fiscal 2012 CCRs:

The five entities which submitted their CCRs but did not post on their website are: Department of Integrated Services for Individuals with Disabilities; Department of Parks and Recreation; Guam Fire Department; Guam Police Department; and the Port Authority of Guam.

Of the 24 entities that did not submit a CCR, the OPA reported that the Guam Board of Accountancy has never submitted a CCR for the past three fiscal years, while the Guam Memorial Hospital Authority and the Public Utilities Commission have not submitted their CCRs for the past two fiscal years.

The CCR is a four-page reporting initiative created by the Association of Government Accountants to promote and advance communication between governments and their citizens. The CCR is intended to provide government financial information in a clear and understandable manner, updated regularly, easy to locate, technically accurate in detail, and in a brief and concise manner.

"We encourage all citizens to view the CCRs on the entity’s website or on the OPA’s website, www.guamopa.org," Public Auditor Dories Flores Brooks said.

With the enactment of P.L. 30-127, effective Jan. 1, 2010, every director, administrator, president or head of a GovGuam agency, including line agencies, autonomous and semi-autonomous agencies, public corporations, the Mayors’ Council of Guam, the Unified Courts of Guam and the Guam Legislature are required to submit a CCR to the public auditor and the speaker of the Guam Legislature.

The CCR is due no later than 60 calendar days after the release of the independent audit report for a government entity for each fiscal year.
