Vanuatu's EU Ambassador Seeks Information About Missing Energy Project Funds

Roy Mickey Joy secured EU ACP funds for rural development

PORT VILA, Vanuatu (Vanuatu Daily Post, Nov. 11, 2016) – Vanuatu Ambassador to the European Union, Roy Mickey Joy, has called on the European Union Commission in Honiara, Solomon Islands, and the foreign consultant that was contracted, and the company that was engaged on a EU ACP energy project in Ambae, to advise the Vanuatu Government how an amount of Vt21 million [US$196,000] went missing or how it was spent.

As the chief negotiator of much needed funds from donor partners in the European Union to support important development projects in Vanuatu, the Ambassador said he first became aware of the issue on the front page of Daily Post last month.

The Ambassador’s late call comes on the heels of a demand by Belgian Socialist Party EU MP, Marc Tarabella for the missing amount to be probed.

“As a member of European Parliament’s Agriculture and Rural Development Committee, I demand that the European Commission investigate these reports of potential corruption concerning this rural development aid project,” the MP urged.

The Ambassador confirmed the outcome of investigation into the missing fund has not reached Brussels yet but that it is expected soon.

On December 2, Vanuatu and EU will hold their Enhanced Political Dialogue in Brussels. “To avoid any anxiety, Vanuatu needs to be prepared to provide answers and proposals to support its position,” Ambassador Joy said.

“The European Union financial regulations are very complex.

“It would be a shame for reasons unknown for Vanuatu to lose out on major proposals if these issues are not resolved as soon as possible.”

He is calling on the responsible authorities in Vanuatu including the Minister of Finance and the Prime Minister to collectively consider seriously how to resolve this matter as soon as possible for Vanuatu to remain in the good books of the European Union.
